Many governments come into office hoping to simplify the benefits system. The
pensions and benefits budget is, at more than £100 billion, the largest in
Whitehall. But the monster proves hard to defeat. The system has grown
organically and the Department for Work and Pensions (DWP) now pays out 40
benefits, each with its own rules. The department has 35 separate IT systems.
